Not a rebate incentive to help other countries, not ours?

Buy green technology for your home and the government will pay half the cost. Buying a fuel efficient American car and get $ 1000 off the price. Spending money on infrastructure is a great idea, but history shows that projects tend to be little and little money actually trickles into the economy. If you want people to buy U.S. products will be worthwhile. Otherwise any incentive program will fail.
